Grant Woods was born on 19 May, 1954 in Elk City, Oklahoma, United States. He is the 23rd attorney general of Arizona, serving from 1991 to 1999. He is a Republican and was the campaign chairman for John McCain's 2008 presidential campaign. Woods attended the University of Arizona, where he earned a bachelor's degree in 1976 and a law degree in 1979. He was admitted to the Arizona Bar in 1979 and began practicing law in Phoenix. Woods was appointed to the Arizona House of Representatives in 1983 and served until 1991. He was elected attorney general in 1990 and served until 1999. During his tenure, he was a leader in the fight against crime and drugs, and he was instrumental in the passage of Arizona's "three strikes" law. Woods has also served as a board member of the Arizona State Board of Education, the Arizona State Board of Regents, and the Arizona Board of Executive Clemency. He is a member of the Arizona State Bar, the American Bar Association, and the Federalist Society. Woods is married to his wife, Mary, and they have two children. He is an avid golfer and enjoys spending time with his family.

Jon Kyl was appointed to succeed McCain, but said he would not run for re-election. He resigned in December 2018 and Governor Doug Ducey appointed Martha McSally to fill the remainder of the term. A special election will be held in 2020. Woods considered running for the seat as a Democrat, however he announced on February 8, 2019 that he would not seek election to McCain's former senate seat in 2020 to avoid campaigning against other Democrats, stating that "Democrats are not the problem."
